A KEY figure on the massive airport project has been appointed as the new Director of Highways to replace Kwong Hon-sang, who will take over from James Blake as Secretary for Works on October 1.
Leung Kwok-sun, 54, is head of the airport and port access management office and responsible for roads linking Chek Lap Kok airport and the urban area including the West Kowloon Expressway and the North Lantau Expressway.
Mr Leung, who takes up his new position on September 11, said one of the main priorities was to ensure completion of the highways and bridges to the airport.
He will also oversee the expansion of the rail network, including construction of the Tseung Kwan O extension and Western Corridor, through the Railway Development Office which has been set up within the department. He said it was too early to say what other changes might be introduced, but promised better control over road work.
'I plan to spend some time seeing what the department can do to improve co-ordination on road openings,' he said.
He will control the department's $10 billion capital and maintenance works budget which includes the Hunghom bypass, the Central-Wan Chai bypass, the proposed Route 16 to Sha Tin and new cross-border roads and bridges.
