SOCIAL workers have called for additional manpower to supervise young probationers at a government hostel after fears inmates are taking advantage of the open institute.
Their concern was sparked after four youngsters from the Kwun Tong Hostel in Tsui Ping Road, Kwun Tong, were last month caught by police in a housing estate in an anti-crime operation.
The boys, aged 16 to 17, planned to rob residents in the estate, using a knife, when they should have been at work.
The Kwun Tong Hostel differs from others such as the Begonia Road Boys' Home in Yau Yat Tsuen in that it is the only open institute for young probationers under the Social Welfare Department.
Inmates need not stay at the hostel for 24 hours and are allowed to leave the hostel to work or seek jobs.
It is understood some youngsters do not bother trying to find work, and instead simply play or take odd jobs without supervision - or abuse drugs.
