Highway set to partly reopen

ASSISTANT Commissioner for Transport Alan Lui Sung-yee yesterday apologised for having dismissed traffic chaos in Tuen Mun and Yuen Long as 'God's will'. Describing the gridlock as the most serious he had dealt with, Mr Lui said he had used the wrong expression to explain himself last Friday.

'That day, I suggested that the congestion was 'God's will'. I did not mean the entire traffic congestion was due to the weather. What I meant was that traffic on Tuen Mun Road changing to use Tolo Highway should not have caused serious congestion. But coincidentally, many container trucks had flocked to the ports after the typhoon was cleared when the traffic arrangement was being implemented.

This was an unfortunate coincidence and that's what I meant. I used the wrong expression and displeased the public. I sincerely apologise to all of you.'
