China flats complaints soar

SOARING complaints against property developers in China have prompted the head of the Consumer Council to meet Guangdong officials in an effort to ease concerns.

More than 300 complaints against mainland property developers were lodged with the council between January and August this year, compared with 270 for all of last year.

Consultants say complaints are soaring because flats built in the peak years of 1992 and 1993 are due to be handed over to buyers.

Council chief executive Pamela Chan Wong-shui was due to meet officials from the Guangdong Legal Consultant Service Centre last night before a seminar on property and the law.

The majority of complaints the watchdog received concerned late completion of properties, Ms Chan said.

'Sometimes the delay can be more than a year. When there are delays, this holds everything else up and investors want to see rental income. And in the event of late completion, there's no government redress.

'In terms of sales and purchase agreements between the purchaser and developer in Hong Kong, this is more detailed. It clearly defines the responsibility of the developer,' she said.
