THE brother of Executive Councillor Rosanna Wong Yick-ming walked free from court yesterday after being cleared of charges he cheated a business acquaintance out of more than $300,000. Property agent Wong Yik-kwong, 36, was acquitted of evasion of liability by deception by Deputy Judge Duggan after doubts were raised by the Crown case. It was alleged Mr Wong had borrowed $320,000 on September 10, 1993, from Chan Kwong-ming after running up debts with Macau loansharks. The District Court heard the two men met at a Bonham Road restaurant the next day. Mr Wong had allegedly written a cheque for US$50,000 (HK$380,000). The court was told Mr Wong had wanted the HK$60,000 difference paid back in cash. Mr Chan had given him HK$40,000, but later found out the cheque had bounced, it was alleged. Defence counsel Peter Wan said the cheque had been stolen from his client and attempts had been made to forge Mr Wong's signature. Immigration Department charts presented by the prosecution showed Mr Wong left for Macau at 12.30 pm on the day of 'repayment', yet Mr Chan said he had met Mr Wong at midday. Deputy Judge Duggan doubted the reliability of the evidence as the midday meeting would have made it impossible for Mr Wong to make his 12.30 pm ferry.
