I REFER to the letter from Kwok Kam-shing (South China Morning Post, September 23), concerning the widespread and rampant unauthorised dumping of construction waste at Route Twisk near his residence.
This department shares Mr Kwok's concern. During the period from August 24 to September 18, this department conducted three clearance exercises at various locations in the vicinity and will conduct the fourth one shortly.
In early September, this department also installed physical barriers at two of these locations to deter further dumping.
While debris will be removed as soon as possible, this department will bring the issue to the attention of the police and the Environmental Protection Department, for their respective actions and investigations. It is understood that the difficulty in the enforcement actions is that the culprit has to be caught red-handed at the scene.
It helps if nearby residents can supply information such as the licence plate number of the offending vehicle to the police to assist in the investigations.
