LEGISLATOR David Chu Yu-lin, who also sits on the Preliminary Working Committee, is to move a motion calling on Legco members not to introduce bills that alter Sino-British agreements.
Mr Chu, elected through the Election Committee, said members had better things to do helping improve livelihoods than spoiling the atmosphere for co-operation.
His motion, scheduled to be tabled on October 18, asks 'that members of this council refrain from introducing private member's bills to amend or repeal laws effected by Sino-British Joint Liaison Group agreements'.
The sitting will be the first after Governor Chris Patten introduces his fourth Policy Address to the Legislative Council next Wednesday.
Mr Chu said the Court of Final Appeal Ordinance passed by Legco in July was a case in point.
The Democratic Party has vowed to introduce a private member's bill to amend the ordinance to keep it in line with the Joint Declaration. It wants to change the limitation on the number of overseas judges.
