Joseph Marie Bipoun said the congress would be held on October 30 and would elect a new Cameroon Football Federation (FECAFOOT) executive.
The International Football Federation, in a letter dated October 3, had threatened Cameroon with exclusion from all international competitions if such a congress were not held by October 31.
The dispute is over the minister's decision to sack FECAFOOT's old executive in June.
