Officer denies fall guy deal

A PLAN concocted by a police officer and triad big brothers forced a man to act as the fall guy for a murder, a High Court jury heard yesterday.

Defendant Chan Ka-kui was handed over to the police under the cover of darkness in a deserted Yuen Long car park by two known triads, nicknamed Ko Lo Chi (Tall Guy) and B Chai, the court heard.

Chan denies murdering Lo Kwai-chun, 35.

Instead of driving Chan to the police station, the defence claimed that Sergeant Tang Wai-ming drove him home and sat outside in the car for nearly 30 minutes while he had a bath and said good-bye to his mother.

He also let the two triads 'in their red car, drive into the night' without asking for their names or identification cards, defence counsel John Haynes said.

'The reason is, it was part of your deal with them that they would disappear with no trace,' Mr Haynes told the officer. 'Why didn't you arrest them both?' 'You told Chan that night you'd fix up the whole thing, and because the deceased was a drug addict, 'a rubbish' as you put it, he would only serve a few months'.

Sergeant Tang denied Chan had been the victim of a conspiracy with the triad bosses. He said he had no reason to arrest the two men and had believed their names and records would be on file at the station.
