I REFER to Mr Ronald Arculli's letter, which appeared in the South China Morning Post, on December 31.

I think that democracy should start in the Legislative Council by allowing all members, including official and appointed members, to vote freely on the issue of the Governor's constitutional reform plan.

The recent arguments between the Chinese and British governments have cast some shadow on Hongkong's economic growth, at least in the foreseeable future.

The ones who suffer the most are the Hongkong people.

The appointed Legislative Councillors are selected from the best talents in the local community. They should be free to vote on such a crucial political issue, using their own judgement.

This should be seen as symbolising democracy and leading Hongkong to a better future.
