TALKS are scheduled to begin today between officials from China and Hong Kong over the administration of borders. The territory's team will be led by Deputy Political Adviser John Ashton, while Xiao Jinzhe, Deputy Director of the Foreign Affairs Office of the Guangdong provincial Government, will be his mainland counterpart. The three-day meeting, being held in Hong Kong, is expected to focus on the revisionof the border after works on the Shenzhen River.
