ANADARKO, Oklahoma: A 16-year-old girl who shot and killed her father who had sexually abused her for years would not be sent to prison, Judge James Winchester ruled. Billie Joe Powell agreed to plead guilty to first-degree manslaughter in the August 26 shooting in a plea bargain that means she will serve five years' supervised probation.
