Cadre reshuffle planned

INCREASING numbers of senior local officials will be reshuffled following a guideline made at the fifth plenum of the Communist Party Central Committee last September.

It was decided that senior local officials who had worked in a province or city for more than 10 years should be considered ready for a posting elsewhere.

Under this criteria, a certain number of provincial leaders are affected, as it was common for them to stay in the same province for up to 20 years.

Guangdong Party Secretary Xie Fei and Governor Zhu Senlin have both served the province for more than 20 years as have other provincial leaders such as Shandong Governor Zhao Zhihao.

Analysts said that the guideline served only as an objective criteria to justify personnel changes, which could have been caused by reasons including factional balance.

Meanwhile, the Communist Party has designated a new party secretary for the Muslim autonomous region of Xinjiang.
