I REFER to the letter from Sarah Clay headlined, 'Why only HK residents?' (South China Morning Post, January 6).

She asked why special discounts should not be granted to overseas senior citizens in Ocean Park, when residents enjoyed such a discount. She felt this was discrimination.

I am a frequent traveller and visit many countries all over the world. I do not think that the Ocean Park rule represents discrimination.

It is perfectly reasonable in any country to expect that social welfare facilities and other special concessions should only be available to local residents.

Could Sarah Clay let me know if concessions for local residents in Australia also apply to overseas tourists? I understand some people have difficulty just getting a tourist visa to visit Australia. Surely, this is discrimination? JESSICA CHAN Kowloon
