Sex survey 'biased'

A NEW government survey on sexual orientation was misleading and should not be used in formulating policy, the Democrats said yesterday.

The survey had concluded that improving civic education at school was the most effective way to tackle discrimination against homosexuals or bisexuals while few people supported the introduction of legislation.

But party spokesman Dr John Tse Wing-ling said both the design and wording of the questionnaire were biased, exaggerating the effectiveness of civil education.

He also said that the survey gave the public an impression that legislation was useless in tackling the problem.

'To have legislation to protect basic rights of homosexuals or bisexuals does not mean we have to promote the two kinds of sexual orientation.

'I agree that civic education is more effective, but it cannot replace legislation because we won't see the impact of education until decades later,' he said.
