THE former government lawyer accused of incompetence after sitting on a case for four months was yesterday named as Dominic Tsang Kee-hau.
The Legal Aid Department had refused to identify the bungling officer after he was criticised in court for the unexplained delay.
Mr Tsang was responsible for deciding whether convicted robber Ng Wing-ho should receive legal aid for his appeal.
Although the papers arrived at the department last September, Legal Aid was only granted on January 18. Mr Tsang, a qualified solicitor, resigned the next day.
On Tuesday, the Court of Appeal demanded Legal Aid bosses tighten up administration to prevent such fiascos.
Ng's lawyer Eric Kwok told the judges: 'It is a problem with a particular Legal Aid counsel who has not worked as diligently as he should have.' A letter from the department claimed there had been similar problems with the same counsel.
