Mayor in vow to fight crime

SHENZHEN Mayor Li Zibin yesterday vowed to keep up the crackdown on crime.

'It is impossible to fundamentally solve the problem. The difficulties involved are great,' Mr Li said.

'What we can say is we'll try to do the job better each year. If I don't do a good job, I can resign from the position of mayor.' Speaking during the Eighth Guangdong Provincial People's Congress yesterday, Mr Li pledged his administration would resolutely fight crime.

The crime rate in Shenzhen since last August had declined on the previous year, Mr Li said, attributing this success to his comprehensive measures.

Yet the overall crime rate last year increased by 3.2 per cent.

Mr Li admitted that a number of foreign investors had complained about the law and order problem in his city.

He said that about 94 per cent of crimes in Shenzhen were committed by non-locals.

People with no jobs or residence permits, who number more than 200,000, were to blame, Mr Li said.

The authorities also found crime linked to the infiltration of Hong Kong triad societies.

'The problem in Shenzhen is complicated. There's simply no way to ensure that belongings left on the streets will not be picked up by somebody else.

'If anybody can solve the problem, I would recommend him to come to Shenzhen to be the mayor.'
