Tony Miller, director-general of trade, also joins the board. Mr Charter will remain a board member.
'[The appointments] will forge closer links between Tradelink and the Government departments concerned,' Ms Yue said.
The moves would hasten the launch of the paperless trade documentation service for government departments, she said.
Tradelink has been criticised for spending $200 million in the past seven years with little result so far.
