RENATO Ruggiero is offering little hope of an early accession to the WTO for China. Yesterday he insisted progress had been made and hoped further progress would be made, but said the WTO would go into the next set of talks in March with no expectations. He urged China to forget the political differences and negotiate on the substance of the affairs. He said: 'Even if everyone wants China in the WTO, there are objective differences. These make people impatient. We must be more patient.'
