The ombudsman is to be asked to step into a row over lack of access for disabled people at the Peak Galleria shopping complex.
Pressure groups claim the Buildings Department did not check the galleria thoroughly and want the ombudsman to take up the issue.
Their anger was heightened yesterday when developer Hang Lung refused to extend its lift service.
It said the building had been approved by the proper authorities.
Peter Chan Fuk-sing, chairman of the Rehabilitation Alliance, said: 'Some government department should be responsible. We are going to lodge a complaint to the ombudsman.' A code of practice from the Buildings Department requires all buildings, except residential, to be accessible to the disabled on every floor.
But the Peak Galleria, which opened in 1993, provides lifts only to its third floor. People have to take an escalator or an adjoining staircase to reach the fourth floor and its public viewing terrace.
