Forty per cent of motorists tested for drink-driving since December were over the legal limit, police said.

Some drivers had a blood alcohol level up to four times over the limit.

Chief Superintendent (Traffic) Cheung Chi-shum said: 'I must admit that it is somewhat more than anticipated.' But he resisted suggestions that random tests should now be introduced.

'If we have to introduce drink-driving legislation from no control whatsoever to a very Draconian measure, it will be very difficult for the public to accept and support it. We have to do things gradually.' Since the introduction of Breathalysers on December 15, 191 motorists have been tested for drink-driving.

Most were tested after involvement in a traffic accident. Seventy-seven drivers registered illegal blood alcohol levels.

A police internal review in May will examine reducing the legal blood alcohol limit from 80 to 50 milligrams per 100 millilitres of blood.
