Democrat Dr Law Chi-kwong treated the chamber to an interpretation of his favourite folk song, Bob Dylan's Blowin' in the Wind, yesterday. 'How many deaths will it take till he knows that too many people have died?' Dr Law sang. He said the lyrics best described the Government's delay in taking action when old people were dying during the cold snap at Lunar New Year. However, Dr Law's talent failed to turn the chamber into a concert hall because Legco President Andrew Wong Wang-fat ruled that only a short extract of the song could be sung as part of a speech. Legco Standing Orders do not say whether lawmakers can sing their speeches or part of them. But Mr Wong said legislators could persuade their fellow councillors and the Government during Legco meetings by 'laying bare their reasons and showing off their debating skills, not their angelic voices in song'.
