In 1960, Sir Chau, acting as founding chairman, traveled to Australia with his five compatriots to attend the Twelfth International Congress of Scientific Management. Upon returning from the Congress, Sir Chau and the delegation realized that in order for Hong Kong to sustain its burgeoning status as an international city, Hong Kong needed to have an association to keep up-to-date with management theory. By approval of the Hong Kong Government, the Hong Kong Management Association was created on November 22, 1960.
