I agree with the views expressed by Josephine Chung in her letter to these columns on April 10, regarding the policy recently announced by the Housing Department in respect of keeping pets in housing estates.

It is a pity that animals are always the ones to suffer, regardless of whether or not it is their fault. Is this fair? Animals have feelings as well (anyone who has had the experience of keeping a pet will no doubt agree with me), but people just ignore their feelings and do whatever they like. I wish the department would have a rethink about its policy and come up with a better way to solve the problem instead of punishing the animals in such an inhumane way. For example, it could make arrangements for the adoption of those pets, or suspend the policy until a more sensible solution is found.
