I refer to Commission for Canada Garrett Lambert's letter (South China Morning Post, April 19) in which he accused me of quoting him out of context in an article about the right of abode of foreigners after 1997.

I would like to point out that his accusation was unfounded.

As he admitted in his letter, my quote about his impression that China seemed to be making a distinction between permanent residency and right of abode was correct.

In whatever context he felt he was speaking, his quote could have only one meaning.

My article has achieved the purpose of prompting the Chinese authorities to clarify the issue and clear his doubts. C. K. LAU Tsuen Wan
