MOGADISHU: The top United Nations envoy to Somalia has cast doubt on a United States plan to transfer military control to UN command by February 1, as hundreds of American troops left yesterday.

  Envoy Mr Ismat Kittani, of Iraq, referring to one of the conditions for transfer of authority, said: ''You can't say that a secure environment for the delivery of assistance has been achieved.''
