The Democratic Party, barred from sitting on Chinese committees discussing the handover, is to turn the Legislative Council into its forum to champion its views on major transitional issues.
The strategy comes as lawmakers from the rival pro-China camp have been placing Legco motions on livelihood issues.
Five Democrats plan to sponsor motions before the end of the legislative year.
Except for one motion to be moved by Fred Li Wah-ming on May 22, on concessionary transport fares for the disabled, all others will be on political issues. On May 29, Szeto Wah will move a motion on the political neutrality of civil servants.
Other party motions will cover transitional problems for the territory's Judiciary, the stationing of People's Liberation Army troops in Hong Kong after the handover, and co-operation with the Preparatory Committee over the future Special Administrative Region.
Party leader Martin Lee Chu-ming said he 'just can't sit by and do nothing about the unpopular decisions made by China which will trample human rights'.
