Much is heard of the problem of 'co-operation' between Britain, Hong Kong and China. So what does the Joint Declaration say on the matter? Clause four, page 13 states that until June 30, 1997, 'the Government of the United Kingdom will be responsible for the administration of Hong Kong with the object of maintaining and preserving its economic prosperity and social stability; and that the government of the PRC will give its co-operation in this connection'. In other words, 'co-operation' is to come from China towards Hong Kong - not the other way around.
