THE Government should follow principles already laid down on functional constituency elections instead of creating another set of rules, two liberal organisations said yesterday.
The first consensus reached between the Hongkong Democratic Foundation and the Association for Democracy and People's Livelihood was unveiled after a meeting to establish common ground.
The Governor, Mr Chris Patten, suggested in his first policy speech that the 1995 functional constituency polls include the whole 2.7 million working population.
''Although we both agreed that the existing model for functional constituency election is not democratic, we do think there is a need to keep the framework and try to execute it in the most democratic manner,'' the foundation chairman Dr Patrick Shiu Kin-ying said.
Both Dr Shiu and association spokesman Mr Bruce Liu Sing-lee did not rule out the possibility of political groups teaming up to amend the bills on constitutional reform.
The Association for Democracy and People's Livelihood has arranged to meet the Co-operative Resources Centre and the Democratic Association for the Betterment of Hongkong next week.
