But the Urban Services Department has banned bungee jumping from its facilities and now Urban Councillors are demanding to know how Mr Boyle was allowed to perform his stunt, with the media on hand to record the feat.

Stadium managers Wembley International admitted allowing Mr Boyle into the arena but said no authority was given for the jump. A spokesman said the incident was under investigation.

'This is quite a shock, I think Wembley should really learn a lesson from this,' said Democratic Party stadium spokesman Fred Li Wah-ming.

'Some of the ground staff said they saw the men on the roof but didn't say anything to the management.' Mr Boyle, whose repeated applications to stage a demonstration jump at the stadium were rejected, said he sought advice before the jump and that it was legal.

'Wembley have let us in many times before with a bungee line to conduct measurements,' he said.

'We did the same this time but decided to jump.'
