I regularly visit (in a professional capacity) the courts of Hong Kong, in particular the magistracies. People attending these courts, most notably police officers in uniform, flagrantly ignore the signs plastered around the buildings proclaiming 'No Smoking maximum penalty $5,000'. World No-Tobacco Day, was on May 31. I wonder what hope we have of ever enforcing the law prohibiting smoking when the very buildings in which the law is supposed to be enforced fail to snuff out this practice. JOHN J.
