MOST public housing tenants affected by redevelopment projects refused to join the Home Ownership Scheme even though they had priority, a survey released yesterday said.
Respondents also said they refused to be rehoused in other old but refurbished public housing flats.
The study, conducted by the Democratic Party, found 91 per cent of the respondents refused to buy the scheme's flats, and 82 per cent refused to purchase the public flats which were being sold under the same terms as scheme flats.
The survey covered eight blocks - 1,056 households - at Lam Tin and Sau Mau Ping estates, which were under redevelopment.
Party legislator Fred Li Wah-ming said the results showed most people preferred to remain tenants in the same estate.
'During a weak economy, tenants have to carry a heavy burden to pay the instalments if they opt to buy the scheme's flats,' he said.
