Legco President Andrew Wong Wang-fat ruled yesterday that two motions Mr Lee planned to put forward in today's Legco meeting were out of order.

Mr Wong said Legco had no power to interfere with the commencement day for part of a law until a commencement notice was issued by the Government.

The Government had only issued such a notice for the sections referring to the Equal Opportunities Commission.

Mr Lee said he was disappointed at Mr Wong's ruling. He had wanted the laws to take full effect in September.
