A Preparatory Committee sub-group yesterday decided that former or incumbent legislators should not be 'ex officio' candidates for the provisional legislature.

After the sub-group meeting, the local convenor Leung Chun-ying said the selection process for the provisional legislature should be conducted in a fair and open manner.

'It will contravene the principle of election if there is any mechanism in which it is harder . . . for some people to be nominated or chosen,' he said.

Stressing the importance to ensure equal opportunities for any eligible hopefuls, Mr Leung said there would be one standard nomination procedure for candidates to sit on the provisional legislature.

According to the sub-group proposal, each Selection Committee member can nominate up to three candidates while each candidate must secure support from 10 Selection Committee members.

As a result, a maximum of 120 candidates can be named to fill the 60 seats on the provisional legislature.
