The United Nations is being misled by the Government about its moves to wipe out human rights abuses in the territory, the Hong Kong Human Rights Commission charged yesterday.
In a report to be submitted to the UN Rights Committee in October, the commission accused the Government of giving a 'cosmetic' version of the situation.
The chairman of the commission, Ho Hei-wah, claimed the Government misled the UN when describing how it handled complaints against the police and moves to eliminate discrimination.
In the commission's report, Mr Ho has lambasted the Government for not making the Complaints Against Police Office a fully independent body, as recommended by the UN last year.
A government report, also to be considered by the UN in October, refers to videotaped interviews and 'increased publicity for the independent monitoring role of the [Independent Police Complaints Committee] IPCC' which recently became a statutory body.
But, Mr Ho said 'even the IPCC members said that's not enough. Even the members have criticised this. But all this is not mentioned.' Mr Ho said the Government had given the people of Hong Kong 'false hopes' by saying it would do its best to make China aware of its obligations to report to the UN.
