Flagrantly ignoring bans

I have frequently seen people ignoring no-smoking signs in Maxim's Express Restaurant situated in Citibank Plaza, in Central.

On one occasion, while I was having my lunch, a group of men sat down at my table and the one next to me and started smoking. I pointed out the no-smoking sign on the table to one of the men, but he just ignored me.

I complained to the store manager who said there was nothing he could do to stop people from smoking.

On another occasion, the cleaning lady even went to the trouble of going to the back room to get an ashtray for smokers. I also see people lighting up in the lobby areas of MTR stations.

Since the Government has instructed all restaurants to establish smoking and no-smoking areas, and the MTRC has banned smoking, shouldn't both the restaurateurs and MTR management ensure that these policies are carried out? It is very annoying and distressing for those of us who do not wish to inhale second-hand smoke, especially us expectant mothers.
