The Democratic Party is finding it difficult to define conflict of interest in drafting guidelines on its members' conduct.
The need for guidelines was highlighted when some party members on the Urban Council took advantage of their status to buy shares in Kwong On Bank in June.
But the drafter, party secretary-general Law Chi-kwong, said a number of areas concerning the definition needed to be amended after talks by central standing committee members.
He said concerns focused more on whether the definition was too rigid. Although councillors on district boards, municipal councils and the Legislative Council were bound by the bodies' rules, the party wanted to impose tighter ones.
The revised draft will be discussed by the party at a meeting next month, and will be implemented after its endorsement.
