A further three people were fined yesterday for deliberately voting in the wrong constituency in the 1994 District Board election, bringing to 19 the number charged so far with 'vote planting'. Those charged, following an Independent Commission Against Corruption investigation, have all pleaded guilty to either using a false address to register for the election or inviting others to do so. In Sha Tin Court yesterday, housewife Ng Po-shan, 24, electrical technician Chiu Ka-choi, 22, and printing worker Chan Siu-keung, 27, admitted to voting in the Tai Po Hui Constituency on September 18, 1994, while knowing they had registered incorrectly. Magistrate Tam Hop-hon fined them $4,000 each.
