In further conciliatory remarks made in Beijing yesterday, Foreign Ministry spokesman Shen Guofang said it was policy to try to boost dialogue with political groups and organisations.

'There is indeed a need for the Chinese Government and some political organisations and factions in Hong Kong to have better understanding of each other. . . The key to the issue is dialogue.' However, Mr Shen said preconditions were support for China's resumption of sovereignty over Hong Kong and the hope that Hong Kong would prosper and remain stable.

Mr Shen was responding to questions about China's response to the request by the Democrats for a dialogue with Vice-Premier Qian Qichen ; Hong Kong and Macau Affairs Office Director Lu Ping , and Zhou Nan , local director of Xinhua. He did not say if the request would be accepted.
