Medical authorities 'insincere on rights'

Local medical authorities have been accused of insincerity over the promotion of patients' rights, and criticised for a lack of transparency and accountability in their operations.

Among organisations targeted by the Hong Kong Patients' Rights Association were the Medical Council, the Hospital Authority, the Nursing Board, the Hong Kong Medical Association, the Government and the Health Department.

Speaking on the group's fourth anniversary yesterday, spokesman Yung Wai-mui said the organisation had received 60 complaints and inquiries between April and September.

They included 23 allegations of negligence, 17 of alleged refusals to let patients see medical reports and a number alleging fee discrepancies.

'Over the past four years, patients' rights have improved, but it is still very low priority with much talk,' said Ms Yung.

Citing the Hospital Authority's promotion of patients' rights through posters, bus advertisements and leaflets, it had yet to secure real benefits for patients, Ms Yung said.
