I refer to the letter from Lucy Ho, of the Highways Department, headlined, 'Road being upgraded' (South China Morning Post, September 21).
I am not satisfied with Ms Ho's rather vague responses to the letter from Michael Moore (Post, September 3).
As a frequent traveller between Repulse Bay and Tai Tam, the roadworks between the two areas are clearly a failure.
I accept that the road condition 'has reached the end of its design life', but the time it is taking for the rehabilitation project to be completed, seems to be excessive.
What angers me the most is that signs were put up by the road re-construction companies, stating that the works would be completed by a certain date.
So far, these dates have been repeatedly pushed back.
I pass these roadworks at least three times a day and what strikes me is that most of the time they are deserted. Ever since construction works started in October 1995, the temporary traffic lights have turned into permanent fixtures. I was somewhat surprised with Ms Ho's comment that the lights are monitored three times a day.
