I thought that the Education Department had improved its track record, until last month, during a period of inclement weather.
The rules for reporting for duty during typhoon conditions are well-established and unambiguous. Unfortunately the department did not abide by them, thereby causing chaos and confusion.
September 9 was a classic example.
The typhoon warning signal No 8 was lowered well before 6 am; the weather was not bad.
Traffic, generally, was as smooth as it is every Monday morning. Education Department officials decided to cancel classes. Worse still, the public announcements they issued were contradictory.
As a result of this, students who should have been able to do their work in the classroom, were seen hanging around street corners and in games centres. A day of schooling was lost.
