The father of a nine-year-old girl stabbed to death by a schizophrenic has blamed doctors for failing to realise the patient was a potential killer.

  Fong Siu-kau said yesterday steps should have been taken to ensure the deranged civil servant, who had sought help for his mental illness, was not at liberty.

  Mr Fong's wife sobbed at the High Court as Kwong Chung-yam, 29, was declared a danger to the public and sent to Siu Lam psychiatric centre indefinitely.

  After the hearing she said: 'She was our only daughter. A good family has been destroyed.'   The mother said she now needed counselling to help her cope with the trauma of her daughter's death.

  Kwong, a Housing Department technician, snapped after hearing voices that told him the child, Fong Chi-ha, was going to kill him.

   He attacked her as she was helping her father mend her bicycle on a cycling track in Fanling. The court heard he repeatedly stabbed the girl, whom he did not know, with a 25-centimetre fruit knife.

  Judge Wayne Wilson said: 'The case is a terrible tragedy for the girl's parents and also for the defendant. It is not his fault that he suffers from this psychiatric affliction.'   The court heard Kwong, who has paranoid schizophrenia, had sought help from doctors a few weeks before the killing because he was concerned about his mental state.

  But he had not displayed any signs of violence and it was not thought necessary for him to be admitted to a mental hospital.

  Michael Poll, defending, said: 'At that time no one appreciated the severity of his illness nor that he represented a potential danger to the public.'   Mr Poll said three doctors who had reported on Kwong's current condition believed he continued to pose a potential threat to the community.

  Two of them said he had failed to show remorse and there was a danger of a relapse in his condition, which is being treated with drugs.

  Mr Poll said one doctor had reported Kwong 'had not yet displayed much sympathy or concern for the victim'.

  The judge said: 'My duty is clear. I must protect the public from the possibility of a repetition.'   Kwong pleaded guilty to manslaughter on the grounds of diminished responsibility. The court accepted his plea of not guilty to murder.
