Legislators endorsed a motion calling for a review of building management and encouraged the setting up of owners' corporations.
Tabling the motion, Ip Kwok-him of the Democratic Alliance for the Betterment of Hong Kong said only about 4,700 buildings out of more than 30,000 had set up owners' corporations.
These bodies are legal entities established by owners of private buildings to be responsible for their daily management.
'The Home Affairs Branch should quickly review its efforts in assisting in the setting up of these bodies - to hope for the minor owners to organise themselves would be idealistic,' he said.
Mr Ip said one of the causes of the Garley Building fire had been that owners had not organised themselves and installed proper firefighting devices.
Amending the motion, James To Kun-sun of the Democratic Party called for a review of all aspects of building management, including the monitoring of such companies.
