Election format in 1991 'blueprint for future'

The laws governing the 1991 Legco election, amended over the past few years, would be the blueprint for the post-1997 electoral laws, according to Preparatory Committee member Professor Lau Siu-kai.

Parts of the soon-to-be repealed laws could be reintroduced, especially those on voter registration, supervision of electioneering and election petitions, he said.

'The electoral framework in place in 1991 is fine and it could be adopted,' said Professor Lau, convenor of the committee's sub-group on the first legislature.

Under the law, corporate votes were allowed in functional constituencies, which Professor Lau supported. This was changed in Chris Patten's electoral reforms to give every worker a vote in a functional constituency.

'This would restore the functional constituencies election to its original model,' he said.

On the Boundary and Election Commission, Professor Lau said he supported the setting up of an independent body to monitor the election and his sub-group would study its form and functions.
