No one had the right to amend laws before the handover except the Legislative Council and Government, Executive Councillor Felice Lieh Mak said yesterday.
The suggestion to reinstate Draconian parts of the Societies Ordinance and Public Order Ordinance was ridiculous, Professor Lieh Mak said.
'Those laws being amended are the existing legislation of Hong Kong,' she said. 'If you are saying the existing legislation is a breach of the Basic Law, that's all you can do.
'It should be left to the SAR government to decide if there should be an amendment. It is ridiculous to suggest reinstatement of those ordinances.' She said she hoped Chief Executive-designate Tung Chee-hwa would soon reveal his stance on the issue.
'He is already the Chief Executive-designate. I think he should have the responsibility to explain to the public,' she said.
Mr Tung said last night he would speak on the issue tomorrow.
