The Pakistani community wants British citizenship granted to thousands of its members who hold Hong Kong travel documents.
It says any Pakistani holding the British National (Overseas) document should be awarded a full passport under a plan announced last week to prevent ethnic minorities becoming stateless after the handover.
'I would like to see the maximum number of people get the British passport,' said Pakistan Association president Mohammad Toufique Amdani.
He estimated that a few thousand Pakistanis would be eligible from the community of up to 15,000.
The Security Branch believes that about 1,400 Pakistanis are among the 8,000 ethnic minority members in Hong Kong who have no other nationality.
Many Pakistanis living in Hong Kong have acquired BNO passports, which can only be used for travel but not to settle in Britain.
But Pakistan passports become invalid if the bearer acquires a BNO travel document. Holders would become stateless and needed the security of having a full British passport, said Mr Amdani.
