Handover security a balancing act

Security will be comprehensive at the handover celebration with a ratio of about one police officer to every two guests, said the leader of a special eight-member security command.

About 2,000 police officers will be deployed to protect the 4,000 guests attending the June 30 ceremony at the Hong Kong Convention and Exhibition Centre.

The force - including members of the search, explosives, dogs and VIP protection groups and the Police Tactical Unit - will be under the command of an eight-member team led by Police Assistant Commissioner (Special Duty) Dick Lee Ming-kwai.

Mr Lee said striking a balance between security and the freedom of people to enjoy the event would be the toughest task.

'The handover ceremony is a combination of celebration, solemnity and dignity. So to strike a balance is probably the most important part of our operation,' he said. 'We need security arrangements. We must make sure that everything goes smoothly and all people are protected. But on the other hand, we want people to enjoy it.' At least 50 foreign ministers, heads of state and government representatives will need round-the-clock police protection and extra officers are being trained to join the 100-strong VIP protection unit.

Intelligence on terrorists' activities is being co-ordinated, and an assessment is being made of threats against guests and risks posed by the venue. A contingency plan is also being prepared in case a typhoon strikes.
