ADMINISTRATIVE SECRETARY ANSON CHAN FANG ON-SANG, 58 Born in Shanghai in 1940 and moved with her family to Hong Kong in 1948. Married to Archie Chan Tai-wing, a director of Caltex Oil, and has a son, a daughter and two grand-children. Educated at the University of Hong Kong. Joined the Government in 1962. Posts included Director of Social Welfare and Secretary for Civil Service before becoming Secretary for Economic Services between 1987 and 1993. Her appointment as Chief Secretary in November 1993 made her the first Chinese and first woman to hold the post. Until she announced in October 1996 that she would not run for the post of chief executive, Mrs Chan led every public opinion poll for the post. Lives in government quarters in Barker Road. FINANCIAL SECRETARY DONALD TSANG YAM-KUEN, 52 Joined the Government in 1967 after graduating with a Master's in Public Administration from Harvard University. Married with two sons, and enjoys hiking, swimming and bird-watching. Became Financial Secretary in September 1995, making him the third most senior person in Government after the Governor and Chief Secretary. First non-British Financial Secretary. Chairman of several committees including the Economic Advisory Committee, the Exchange Fund Advisory Committee and the Banking Advisory Committee. He lives in Shouson Hill Road. Described as 'unreasonable, irresponsible and misleading' by China for claiming Beijing was not sympathetic to Hong Kong's requests to release land for housing. SECRETARY OF JUSTICE ELSIE LEUNG OI-SIE, 57 Single, no children, born in Hong Kong in 1939. Lives in western Mid-Levels, educated at the Sacred Heart Canossian School and took her law qualifications by correspondence course. A longtime campaigner on family law issues and legal adviser to various welfare groups. Offered the job of Equal Opportunities Commissioner, but turned it down. Said to have lobbied Beijing to continue to allow women to inherit land in the New Territories. Good China connections - a Hong Kong delegate to the eighth National People's Congress and a Hong Kong affairs adviser. HOME AFFAIRS MICHAEL SUEN MING-YEUNG, 52 Graduated from Hong Kong University and began his career in the Government in 1966 as an administrative officer, serving in the former New Territories Administration and Environment Branch in his early years. In the mid-1970s he was District Officer in Sha Tin, overseeing the area's change from a sleepy village to a bustling new town. In 1989 he became Secretary for Constitutional Affairs, and also the sole Hong Kong-born representative on the Sino-British Joint Liaison Group. He was appointed to his post in November 1991, where he was responsible for defending government changes to inheritance provisions in the New Territories Ordinance. An avid squash player and reader, he is married with one son and two daughters. Lives in Green Lane, Happy Valley. BROADCASTING, CULTURE AND SPORT BRIAN CHAU TAK-HAY, 54 Became a civil servant in 1967 and spent most of his early career in the former Commerce Industry and Trade, and Industry and Customs departments where he became Deputy Commissioner in 1979. After a stint in Geneva as counsellor, he returned to Hong Kong in 1984 and was appointed Deputy Secretary and later Secretary for Health and Welfare. Took his present post in November 1995 and received criticism in January 1995 for shelving a broadcasting bill, some claimed due to pressure from China. Mr Chau, a divorcee, married Urban Councillor Ada Wong Ying-kay last July. He has two children from a previous marriage. Graduated from Hong Kong University and lives in Wong Nai Chung Gap Road, Wan Chai. TRANSPORT GORDON SIU KWING-CHUE, 50 Appointed Secretary for Transport in September 1995 after being Secretary for Economic Services. Also worked in the New Airport Projects Co-ordination Office, the Works Branch and the Economic Services Branch. When first appointed in June last year, speculation was rife he had been sidelined. He has since taken a leading role in the controversy over the Western Corridor Railway. Graduated from the University of Birmingham, England. Divorced. Lives in Hong Lok Yuen, Tai Po and lists interests as reading, golf and swimming. HEALTH AND WELFARE KATHERINE FOK LO SHIU-CHING, 55 First became a civil servant in 1962, and has worked in the Social Welfare Department, Home Affairs Department, Urban Services Department, Office of Members of Executive and Legislative Councils, and Labour Department. Appointed to her present post in 1994. Gave up her British passport last December, saying she wanted to continue to serve the community after the handover. Married with two daughters, and lives in Macdonnell Road, Mid-Levels. Graduated from the University of Hong Kong. ECONOMIC SERVICES STEPHEN IP SHU-KWAN, 45 Recently defended the Government against accusations from China it was working behind closed doors and ignoring China's advice to consult over port and rail development and reclamation. Was appointed in June last year and was previously Commissioner for Labour, Commissioner of Insurance, Registrar of Occupational Retirement Schemes, and principal assistant secretary in the Monetary Affairs Branch. Studied at Oxford University between 1974 and 1975 and attended the programme for management development at Harvard Business School in 1986 and a Tsing Hua University course the same year. Interests are jazz and horse-racing. Lives with his wife and two sons in Old Peak Road. ELECTORAL AFFAIRS NICHOLAS NG WING-FUI,50 Joined the Government as an assignment officer (training) in June 1970 after leaving the University of Hong Kong. Promoted to executive grade later that year, and administrative service grade in August 1971. In 1991, appointed Director of Administration to the Chief Secretary's Office before taking up his present appointment in January 1994. Promoted to Secretary, Government Secretariat, in January 1995. Sent on a year-long training course to Oxford University in 1976, and spent six months at Harvard Business School's programme for management studies in America in 1984. Married and lives in Jardine's Lookout. HOUSING DOMINIC WONG SHING-WAH,54 Joined the Government in 1973 after graduating from Hong Kong University and rose to Grade A rank in 1991. He was Deputy Secretary for Civil Service from 1984 to 1988 and Deputy Secretary for Education and Manpower from 1988 to 1989. Appointed Postmaster-General from 1989 to 1992 before becoming Director of Education. In 1994 he was severely criticised for advising publishers to remove references to the Tiananmen Square massacre from school text books. Became Secretary of Housing when the post was revived in November 1994. Married with three children. Lives in Jardine's Lookout. FINANCIAL SERVICES RAFAEL HUI SI-YAN,48 Has the job of promoting Hong Kong's development as a major international financial centre. Previously the Commissioner for Transport, worked in the New Airport Projects Co-ordination Office, Works Branch and Economic Services Branch. Married with no children and lives in Tai Hang. Became Secretary for Financial Services in September 1995. Graduated from Hong Kong University. EDUCATION AND MANPOWER JOSEPH WONG WING-PING, 48 Graduated from the University of Hong Kong in 1969 and spent four years in the private sector before starting his civil service career as an administration officer in the then Economic Branch in August 1973. Was appointed to a number of posts including District Officer, Tsuen Wan and Deputy Director of Trade before becoming Hong Kong's permanent representative to the GATT/World Trade Organisation in Geneva, Switzerland, in 1991. In 1994 he returned to take up the post of Director of Home Affairs, before being appointed to his present position in 1995. Married with two children. Lives in Mid-Levels. SECURITY PETER LAI HING-LING, 45 Educated at Queen's College and the University of Hong Kong. A Justice of the Peace, he began his government career in 1973 and has held varying posts in departments including the New Territories Administration, the Urban Services Department, the Immigration Department, the Lands and Works Branch, the Civil Service Branch and the Constitutional Affairs Branch. He was appointed Secretary for Security in February 1995 and was a member of the British team in the ill-fated Sino-British talks on Governor Chris Patten's reform. Married with one son, he lives in Mansfield Road, Mid-Levels. PLANNING , ENVIRONMENT AND LANDS BOWEN LEUNG PO-WING, 47 Joined the civil service at administrative grade in 1973. Prior to that he had spent two years running a youth centre for the World Lutheran group after he graduated from the University of Hong Kong. Held district officer appointments in Mongkok and Eastern before becoming District Administration Deputy Secretary in 1986. In 1992 he became private secretary to Governor Chris Patten. Took up his present appointment in 1995. British team leader of the Sino-British Land Commission. Mr Leung married a social worker in 1975, and has a son and a daughter. CIVIL SERVICE LAM WOON-KWONG, 45 Joined the civil service in 1974 as an administrative officer after graduating from the University of Hong Kong. In 1993 he made strenuous efforts to promote the ill-fated Old Age Pension Scheme, which was later shelved and replaced by the Mandatory Provident Fund. Appointed Director of Education in December 1994, then Secretary for Civil Service in February 1996, succeeding Michael Sze Cho-cheung. Married in 1978 but has no children. He lives in Sha Tin. Recently questioned by the Legco inquiry into the sudden departure of former director of immigration Laurence Leung Ming-yin. WORKS KWONG HON-SANG, 58 Appointed Secretary of Works in October 1995, responsible for co-ordinating the $158 billion new airport programme. Graduated from University of Hong Kong and joined the Government in September 1963 as an apprentice engineer in the Highways Office (now Department), becoming an engineer in July 1969. In January 1993 he was appointed principal government engineer. Returned to the Highways Department in mid-1992 to take up the post of project director on the Lantau Fixed Crossing, overseeing implementation of the first suspension bridge in Hong Kong. Married with three daughters. Lives in Prince Edward Road. TRADE AND INDUSTRY DENISE YUE CHUNG-YEE, 44 Educated at the University of Hong Kong and Harvard University. Started her civil service career in 1974. Head of the Trade and Industry Branch since November 1995, after being Director-General of Industry. Responsible for external trade and industry policy, policy on intellectual property, overall policy on consumer protection, housekeeping for the Customs and Excise Department, and policy and housekeeping for the Economic and Trade Offices overseas, Trade Department, Industry and Intellectual Property Department and is Head of the Trade Officer grade. Single, she states her interests as 'general'. She is also chairman of Tradelink. Lives in Central. TREASURY KWONG KI-CHI, 45 Responsible for maintaining 'prudent management' of public finances and fostering economic growth. In 1993 when he was Deputy Secretary for the Treasury, he rejected China's criticisms that budget moves to cut taxes and increase public spending would be fatal for Hong Kong - like a car running out of control, as one Beijing official put it. He joined the government in 1972 and has held his current role since April 1995. Married with two children. Interests include swimming, badminton, science fiction and playing the electronic organ. Graduated from Hong Kong University and has a master's from Cambridge. Lives in Tai Hang. DIRECTOR OF IMMIGRATION REGINA IP LAU SUK-YEE, 46 Graduated from the University of Hong Kong and joined the administrative service in 1975. Career has included posts at the Home Affairs Department, Security Branch, Trade Department and Chief Secretary's Office. She was appointed Director-General of Industry in 1995, and took up the post of Director of Immigration in August 1996 after the sudden departure of predecessor Laurence Leung Ming-yin. Has worked in a wide range of areas, including development of representative government; local administration; and nationality. Married with one daughter, she lives in Fei Ngo Shan Road, Clearwater Bay. POLICE COMMISSIONER EDDIE HUI KI-ON, 54 Educated at King's College. Joined the police force as a probationary inspector in 1963 and rose to the gazetted rank in July 1972. Was promoted to senior superintendent in April 1978 and to chief superintendent in June 1982. He became Assistant Commissioner of Police in April 1984 and Senior Assistant Commissioner in December 1989. In 1993, he was promoted to Deputy Commissioner of Police (Operations). In 1994, he assumed the post of Commissioner of Police. Has been at the centre of a housing benefits controversy over his government quarters in Magazine Gap Road. Married with two sons. ICAC COMMISSIONER LILY YAM KWAN PUI-YING, 51 Joined the civil service in 1969 as an administrative officer after she obtained a Bachelor of Arts degree from the University of Hong Kong. In 1984, was granted a year's leave to study at Harvard University. After she returned to Hong Kong the following year, she was appointed Principal Assistant Secretary for the Civil Service Branch. Worked for the ICAC as the head of the Community Relations Department in 1980 and was Secretary to the ICAC Review Committee in 1994. Appointed Commissioner for Transport in 1995. Married with no children and lives in Central. CUSTOMS AND EXCISE COMMISSIONER LI SHU-FAI, 54 Joined Customs in 1963 as a sub-inspector and was promoted Assistant Commissioner in 1990. Promoted Deputy Commissioner three years later and was appointed to his present post in June 1996. Obtained a diploma in management studies at the Chinese University of Hong Kong and attended several management courses at local and overseas universities. Represented Hong Kong at numerous international customs administration and anti-narcotics conferences. His interests include travelling, reading and watching movies. Married with two children and lives in Tai Po. DIRECTOR OF AUDIT DOMINIC CHAN YIN-TAT, 53 Joined the Government as an auditor in 1969 after obtaining a Bachelor of Arts degree from the University of Hong Kong. Was promoted to senior auditor in 1976 and to principal auditor in 1980. In August 1982, was appointed Assistant Director of Audit, Deputy Director of Audit in 1993 and present post in 1995. His last report revealed the police commissioner was enjoying double housing benefits. Married with two daughters. Lives in Tai Hang.
