The Coroner has decided not to conduct an inquest into the death of Diaoyu activist David Chan Yuk-cheung.
He agrees with police that Chan's drowning was an accident.
A Judiciary spokesman said Coroner Richard Day found it unnecessary to open an inquest after studying a police report on Chan, who died on September 26 during a voyage to the Diaoyu Islands.
Chan was drowned after leaping into the sea from the Kien Hwa No 2 with other activists to support China's sovereignty claim over the disputed islands.
Superintendent Sin Kam-wah (Crime, Marine) said: 'No suspicious circumstances have surfaced. Our investigation concluded his death is an accident and the Coroner agreed.
'We have tried to find out whether anyone put pressure on Chan to jump into the sea and whether there is any human negligence involved,' Mr Sin said.
But he said it was difficult to judge whether the way the ropes were tied around the bodies of those who jumped into the sea was correct. Witnesses said Chan had acted voluntarily.
